The four things a 1993-or-later opener must do

Labels, handles and heights

The residential checklist covers items an owner can verify without tools. A manual release handle must be red and no more than six feet above the floor. A wall control belongs at least five feet above the standing surface and in sight of the door. Specific warning labels should still be present, including the spring warning, the general warning and the wall-control label. Missing labels are common on doors that have been repainted, and their absence is worth noting because it usually means other original documentation is gone too.

Structure, not just hardware

The inspection looks at what the door is bolted to. Torsion spring pads and both track sets must be fastened to structurally sound load-bearing members, the door must open and close easily by hand with the operator released, and handles or gripping points must be present. Detached garages and the permit counter

Structural work on a detached garage is a different matter from work on the door.
